DECISION AND ORDER
Upon unfair labor practice charges filed on May 5, 1961 , by Lithographers Association of Philadelphia , herein called the Association, against the Amalgamated Lithographers of America , Independent, and Local Union No. 14, herein called the Respondents, the General Counsel of the National Labor Relations Board, by the Regional Director for the Fourth Region, issued a complaint alleging that the Respondents had engaged in and were engaging in unfair labor practices affecting commerce within the meaning of Sections 8(b) (4) (i) and (ii) (A) and ( B) and 2 ( 6) and (7) of the Act.
