On October 15, 1971, Trial Examiner John P. von Rohr issued the attached Decision in this proceeding.

Thereafter, the General Counsel filed exceptions and a supporting brief, and the Respondent filed an answering brief. In addition, the Charging Party filed a motion to reopen the record.'
