In the Matter of KINNEY IRON WORKS and KINNEY IRON WORKS DivISION, LOCAL 2018, UNITED STEELWORKERS OF AMERICA Case No. R-4013 SUPPLEMENTAL DECISION AND CERTIFICATION OF REPRESENTATIVES August 28, 1942 On July 23, 1942, the National Labor Relations Board issued a Decision and Direction of Elections in the above-entitled proceeding.1 In its Decision and Direction of Elections, the Board provided that elections by secret ballot be conducted as early as possible, but not later than thirty (30) days from the date of the Direction, under the supervision and direction of the Regional Director for the Twentyfirst Region among those employees of Kinney Iron Works, Vernon,

California, who fall within the groups described below:

(a) All pattern makers and apprentices of the Company, to determine whether they desired to be represented by Pattern Makers Association of Los Angeles, affiliated with the American Federation. of Labor, or by Kinney Iron Works Division, Local 2018, United Steelworkers of America, affiliated with the Congress of Industrial Organizations, for the purposes of collective bargaining, or by neither; and (b) All production and maintenance employees of the Company, excluding watchmen, truck drivers, metallurgists, shipping clerks, office and clerical employees, supervisors having authority to hire and discharge, working foremen, and pattern makers and apprentices, to determine whether or not they desired to be represented by Kinney Iron Works Division, Local 2018, United Steelworkers of America, affiliated with the Congress of Industrial Organizations, for the purposes of collective bargaining.

Pursuant to the Direction of Elections, elections by secret ballot were conducted on August 12, 1942, under the direction and supervision of the Regional Director for the Twenty-first Region (Los Angeles, California). On August 13, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations 788 Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report. No objections to the conduct of the ballot or the Election Report have been filed by any of the parties.

As to the balloting and its results, the Regional Director reported as follows:
