Upon a charge duly filed on March 21, 1973, by Van Storage Drivers, Packers, Warehousemen & Helpers Local 389, International Brotherhood of Teamsters, Chauffeurs, Warehousemen & Helpers of America, hereinafter called the Union, the General Counsel of the National Labor Relations Board, by the Regional Director for Region 21, issued a complaint and notice of hearing on April 30, 1973, against O'Neil Moving and Storage, Inc., hereinafter called Respondent.
