POLLACK, Administrative Law Judge: I heard this case in San Francisco, California, on April I and 6, 1982. Operating Engineers, Local Union No. 3, International Union of Operating Engineers, AFL-CIO (the Union), filed an original charge on April 22, 1981,1 against Shellmaker, Inc. (Respondent Shellmaker), and Bayside Dredging Company, Inc. (Respondent Bayside), herein collectively called Respondents. The charge was subsequently amended on June 22, July 24, and August 13.
