employer's refusal to grant recognition of union until question of representation is determined by Board ; rival organizations-Unit Appropriate for Collective Bargaining : production employees, excluding clerical and supervisory employees;

warehouse and mill employees represented in past by separate unions ; physical segregation of two groups ; absence of fundamental differences between work of two groups ; warehouse employees not a craft ; past jurisdictional agreement not controlling factor in determination of-Representatives : proof of choice : stipulation as to-Certification of Representatives : upon proof of majority representation.
