Powell issued his Decision in the above-entitled proceeding, finding that Respondent had not engaged in certain unfair labor practices and recommending that the complaint be dismissed in its entirety, as set forth in the attached Trial Examiner's Decision.

Thereafter, the General Counsel and the Charging Party filed exceptions to the Trial Examiner's Decision and briefs in support of their exceptions.
