On November 30, 1995, the Board issued its decision in this case1 in which it adopted the administrative law judge's findings that Wells, the Respondent Employer, had committed certain unfair labor practices and his recommendation to overrule Wells' objections to the election held November 14, 1991.2 Having overruled Wells' objections to the election, the Board certified the Union as the exclusive collective-bargaining representative of the unit employees at Wells' Sidney, Ohio facility. Thereafter, Wells filed a petition for review with the U.

S. Court of Appeals for the Sixth Circuit, and the Board filed a cross-petition for enforcement of its Order.
