BY MEMBERS FANNING, JENKINS, AND KENNEDY On November 16, 1971, Trial Examiner Lloyd Buchanan issued the attached Decision in this proceeding.

Thereafter, -Respondent Union filed exceptions and a motion to reopen the hearing, and the General Counsel filed a motion to strike Respondent Union's exceptions and brief and motion in opposition to request to reopen the hearing. Thereafter, the Respondent Union filed an opposition to the General Counsel's motions.
