1In denying review, we observe that the Region’s conduct in permitting two voters to pick up

and/or drop off their ballots in person could not have affected a determinative number of eligible

voters. Accordingly, it does not raise a reasonable doubt as to the fairness and validity of the

election. For similar reasons, we find that any breach of the Stipulated Election Agreement was

not material or prejudicial under the circumstances present in this case.
